The United States-Mexico-Canada Agreement (USMCA), or "NAFTA 2.0," is the result of a 2017–2018 renegotiation of NAFTA by its member states, which formally agreed to the terms on October 1st, 2019. Negotiations focused largely on auto exports, steel and aluminum tariffs, and the dairy, egg, and poultry markets. It is a modernized update to NAFTA that also contains new elements regarding labor and the environment.
Many of the rules of origin within the USMCA are similar to those under NAFTA, yet even when it was in force over the last 20 years or so, importers and exporters misapplied the rules, or failed to take advantage of the benefits of the treaty. We will review the rules, point out the new elements, and discuss ways to manage an effective USMCA import/export program.
